Description:
This technical assistance is to develop a complete specifications for the design of the new version of the SINAPSE integrating the improvement plan from the evaluation. Specifically, it will mainly be: (i) to make the exhaustive inventory of system users and the flow of information and data; (ii) define in detail the system modules and their components; (iii) Develop conceptual modeling of the information database; (iv) Define the application model for users; (v) specify the terms of taking into account the new management rules applicable to investment expenditure within the framework of the program budget and the format of the data to be returned; and (VI) propose a project management approach in “agile” mode to clarify the procedures for monitoring realization, reception and validation of modules.
