The services of the consultant will be aimed at: • On the one hand, to establish a diagnosis on the current organization of the space (with a focus on the services of quality control of the above-mentioned drugs) and to support the LNSP in the revision of this organization in accordance with international best practices; and • on the other hand, to prepare the technical studies (Summary Pre-Project and Detailed Pre-Project, ESMP), to support the PCU and the LNSP in the selection of one (or more) works contractors. and equipment suppliers (drafting of tender documents and participation in tender adjudication committees with a view to the selection of these companies and support in contracting with these companies), • and lastly, to supervise the rehabilitation works of the physico-chemical and microbiological control laboratories for drugs to bring them up to international standards. The C2D Health Project Coordination Unit (UCP C2D Santé) invites consultants to express their interest in providing the Services described above. The procurement will be conducted by open call for tenders as defined in the Public Procurement Code in Article 62, and open to all eligible Candidates. The eligibility criteria for AFD financing are specified in article 1.3 of the “Guidelines for the Procurement of Contracts financed by AFD in Foreign States”, available online on the AFD website www .afd.fr. Interested consultants must provide information demonstrating that they are qualified and experienced to perform these Services. As such, they will justify that they have references during the last five (5) years and the like (provide the project sheets - see appendix 2). If the consultant is formed as a consortium, the expression of interest must include: - a copy of the consortium agreement concluded by all of its members or - a letter of intent to form a consortium in the event that its proposal would be accepted, signed by all its members and accompanied by a copy of the proposed grouping agreement.
