  • Description:
  • The construction of electrical projects requires the acquisition and/or use of land. Securing identified sites, as well as the procedures for registering these sites in the name of the State, are essential steps in the implementation of projects in the electricity sector, particularly those related to the construction of power plants. However, these procedures often prove lengthy, complex, and costly due to regulatory constraints, the involvement of multiple government departments in the process, and the mobilization of funds required to compensate affected individuals (landowners and farmers).Experience shows that land acquisition and provision are among the main causes of delays in the construction of electrical projects. This study aims to reduce these delays and optimize the processes for securing sites intended for the construction of electrical projects. It also aims to propose a financing mechanism to anticipate the acquisition or securing of land rights necessary for the implementation of energy projects and to formulate recommendations to optimize current processes.
